I've seen several hunt offers, buffalo seems to be the common thread, of non or un-exportable trophies. Why would this be - disease or some other restriction?

I do leatherwork. Coming from Texas, I made and brought a couple of pancake knife sheaths with the Texas flag tooled in and matching folding knife for both my PH and tracker. I also gave a cash tip.
